Unable to Restart a Managed Server in STARTING State When Using NodeManager

Symptoms
This issue can happen for instance when the server changes to STARTING state, and it's shut down forcefully while it is starting. The state displayed in the console remains STARTING.
If an attempt to restart this particular server using the console is done, it will fail due to being in an incompatible state. Because of this, the server cannot be set into any other state using the Administration Console.
Restarting the Administration Server or Node Manager does not help. Server status will always remain in STARTING state.
