Oracle iPlanet Web Server 7.0.x Fails To Start Using SMF With CORE3283 JDWP Errors (Doc ID 1382311.1)

When trying to start the Oracle iPlanet Web Server 7.0 using SMF, the service is always put into Maintenance state with the following errors:

warning: CORE3283: stderr: ERROR: transport error 202: bind failed: Address already in use ["transport.c",L41]
warning: CORE3283: stderr: ERROR: JDWP Transport dt_socket failed to initialize, TRANSPORT_INIT(510) ["debugInit.c",L500]
warning: CORE3283: stderr: JDWP exit error JVMTI_ERROR_INTERNAL(113): No transports initializedFATAL ERROR in native method: JDWP No transports initialized, jvmtiError=JVMTI_ERROR_INTERNAL(113) catastrophe: CORE4005: Internal error: unable to create JVM
