"Node Is Not Allowed To Create A New Cluster" Error Message When Attempting to Start The AdminServer (Doc ID 1384844.1)

Symptoms

When attempting to start the AdminServer (hosting the OAM console) on a host where there are multiple OAM installations an error similar to the following is logged:

If all other OAM instances on the host are shut down, this AdminServer starts successfully.
