Capture Commit Server Fails to Commit a Batch when Running as a Service

Symptoms
Batches are not committed to folder when Commit server is ran as a service.
Commit will occur when:
- The Commit Server is ran as an application.
- The commit is performed by the indexing station.
The Commit Server log will show the following entry indicating that the process has not completed:
12/14/11 09:22:39 3501 ATMVIMG05 Version: 10.1350.4. Start processing 'File Cabinet: DSWRT Main'.
12/14/11 09:22:39 3502 ATMVIMG05 --------------------------------------------------------------------------------
12/14/11 09:22:39 3503 ATMVIMG05 Start processing batch: RET0000000000010.
12/14/11 09:22:39 3504 ATMVIMG05 Committing batch RET0000000000010.
12/14/11 09:22:39 3511 ATMVIMG05 Committing with profile [ProfileName].
