IPM Documents Are Showing 'File Locked' Error And Users Are Unable To Access Them (Doc ID 1386096.1)

Documents are showing 'File Locked' error and users are unable to access them. This occurs in both the IPM Production (Windows) client and the IPM Web client.

In the Production client, the viewer opens and the page displays with the "File Locked" on it, along with a path of a temp file. It does not display the document. There are no errors generated in the IPM log files.
