Unable To Create Large /Q Qspaces on Tuxedo OpenVMS (Doc ID 1386358.1)

The following error is observed on the first queue creation after queuespace creation has been successful:

Q_CAT:1241: ERROR: Failed to open queue space HISQSPC on config TUX$DIR:[QUEUE]QDEVICE

with other commands failing in:

Q_CAT:1120: ERROR: Queue space must be opened first


Inserting in the script a "display" command such as livtoc & qspl for each queue space does not help; the livtoc command displays the following:

7: CM_EVENT_QSPACE.00: Device 0 Offset 2370054 Pages 1050000

and qspl commands fail.
