[WLS 10.3.1] - Webservice WSDL shown incorrectly when SSL/Admin Port are enabled (Doc ID 1386799.1)

Symptoms

In WLS 10.3.1.When publishing a web service that has a transport level security policy enforcing SSL with SSL and Administration port enabled we notice that WebLogic binds the service to the administration port rather than the SSL port.

This problem seems to happen only when Admin port is enabled.

- In order to reproduce the issue deploy the Webservice on Administration server.Enable Domain wide Administration Port(9002),enable SSL port(7002)

- Now try accessing the WSDL on Administration Server.
https://localhost:7002/EchoWebService/EchoPasserelleService?WSDL

- Notice that WebLogic binds the service to the administration port rather than the SSL port.
