Symptoms
On : 10.1.3.5.0 version, Content Server
When attempting to use archiver to replicate content from development to production, jobs fail and
the following error occurs.

STEPS TO REPRODUCE
-----------------------
The issue can be reproduced at will with the following steps:
1. Check in a new revision of a content item into development
2. See the item get picked up in archiver for export
3. See the item transfer
4. See the item fail import and see the error in the archiver log files

The issue has the following business impact:
Due to this issue, users cannot consume the latest content
