Irresolvable and Unknown Error in WebCenter Portal User Preference : People Connection : Activity Stream Tab

Symptoms
In Preferences > People Connections > Activity Stream tab > under People, the LOV for "Use these setting to control whose activities you want to see" is blank.
When trying to navigate to any other tab like Connections, the error is displayed in a pop-up window.
Step to generate the problem:
-Select a Space (not Home space), click on Preferences (at the top) , People Connections (on the left).
-On Activity Stream tab, under People, LOV is blank.
-Click on "Connections" tab, error is displayed.
