PL/SQL Web Service Created Using JDeveloper 11.1.1.5 Includes OUT Parameters in Request Operation (Doc ID 1389179.1)

Symptoms

When creating a PL/SQL Web Service using JDeveloper 11.1.1.5 and deploying this to Weblogic 10.3.5 you will see that the WSDL that is generated is including OUT parameters from the Oracle package in the request operation for the web service.

Using JDeveloper 10.1.3, there are no OUT parameters in the request, which would seem to be the correct implementation.

When creating a proxy from the 11g implementation, the structure seems to be incorrect, as the call includes the OUT parameter, whereas the proxy created from the 10g implementation does not include the OUT parameter, which would appear to be the correct structure.
