Symptoms
When attempting to configure the forms.conf within the FMW control / Em Console
the following error is seen:
Enterprise Manager Console fails to load custom Environment Configuration file.
Additionally, the following error may also be seen when starting the Forms Managed Server ->
FRM-60101 error registering Forms J2EE application mbeans during the
application startup[[
