Arabic Data Displayed As '?????' in Label And Forms Title (Doc ID 1392747.1)

Oracle Forms - Version 11.1.1.2.0 and later
Oracle Forms for OCI - Version 12.2.1.4.0 and later
Microsoft Windows (32-bit)

Symptoms

While using 11.1.1.4.0 version of forms :

Data retrieved from database which is in arabic is displayed fine in text-item.

But Forms title and Label text are displayed as '???????' instead of arabic characters.

The characterset used for database is AR8MSWIN1256

The forms and menus were compiled in 11g.
