Webcenter Direct URLs Are Language Dependent (Doc ID 1395378.1)

Symptoms

In WebCenter Direct URL (i.e. friendly URL) are provided to access page.
These urls only work with an English language browser. If a different language is used in the browser, the URL needs to be translated to work. This is not the expected behavior, the friendly URL should work regardless of the browser language.

Steps to reproduce:

With English in the browser as top language:

1. Go to WebCenter Spaces (all is in English) and login as weblogic.
2. Go to the "Administration" link.
3. Go to the "Pages" tab.
4. Over the wheel to the right of the "My Profile" page click on "About This Page".
5. Observe the: Direct URL: http://hostname:8888/webcenter/spaces/page/My+Profile
6. Paste the URL from step 5 within the browser Address bar:
   -> It will redirect it properly.

With French in the browser as top language:

1. Go to WebCenter Spaces (all is in French) and login as weblogic.
2. Go to the "Administration" link.
3. Go to the "Pages" tab.
4. Over the wheel to the right of the "My Profile" page click on "A propos de cette page".
5. Observe the Direct URL : http://hostname:8888/webcenter/spaces/page/My+Profile.
6. Paste the URL from step 5 within the browser Address bar:
   The error seen is: (and you get redirected to: http://hostname:8888/webcenter/oracle/webcenter/webcenterapp/view/templates/publichtml/WCPageNotFound.jsp)
