WebLogic Managed Server Starts With Smaller Heap Than Configured In WL Console And Throws OutOfMemoryError (Doc ID 1397138.1)

Symptoms

Node Manager is not starting the managed server with the heap parameters configured in the WLS Admin Console. The JVM should be configured with 3Gb max heap but it is started with 512Mb. So the available heap for the JVM is too small and the following error is written into the managed server log file:
