Even though the "photo" is unchecked from the "profile" in Administration-> configuration tab-> services -> people connection -> profile, users can edit or change their photo.
Steps to reproduce the issue.
1. Login as Webcenter Administrator
2. Go to Administration-> configuration tab-> services -> people connection -> profile
3. Uncheck photo, email, display name & department check boxes to prohibit update from users.
4. Go back to "My Profile" tab. You can see that email, display name & department text boxes are grayed out, but you can still edit the photo and can change the photo.
