Move Page Functionality is Slow in Custom WebCenter Portal Application

Symptoms
The Move Page popup comes up slowly.
Also, when collapsing or restoring nodes in the Move Page popup tree then every single operation is slow, a single click can take 20-40 seconds to show.
This can be reproduced with only 2-3 levels of subpages in both JDeveloper's integrated WLS or when deployed remotely.
Steps to Reproduce

1. Create the following page structure in the Administration->Pages section of a new starter WebCenter Portal application:
Home
TestPage
-> SubPage
-> SubSubPage
-> SubSubPage
2. When clicking on Move Page for SubSubPage then it takes about 40 seconds to just display the popup, then another long time to show the folder structure. Then for me every single click took about 40 seconds to display.
