Application EAR File Deployment Shows Failed State After The Server Start (Doc ID 1401529.1)

Symptoms

After the WebLogic Server start, the application state is in the failed state.
If the application is redeployed, it comes to the active state.
This happens every time the WebLogic Server is started or restarted.

Changes

No changes to the environment.
