Error Configuring Connection to Capture Database "ORA-12154: TNS could not resolve the connect identifier specified"

When attempting to configure a connection to the WebCenter Capture (formerly Oracle Document Capture) database in the Batch Setup screen using the Oracle Provider for OLE DB, the following error is returned:
Test connection failed because of an error in initializing provider.
ORA-12154: TNS could not resolve the connect identifier specified
