Smart Update Is Not Detecting Patches (Doc ID 1404360.1)

Symptoms

When attempting to apply the Jan CPU patch to weblogic 10.3.4,  the smart update tool is not detecting the patches .  

   The patch ID is XZNF.jar , and shows in my-oracle download as version 10.3.4.0.4.
The patch is correctly  in the cache_dir,  BSU (smart update) has been pointed to the correct ORACLE_HOME  but nothing is being reported in the available patches list.
