Why Does a RefineryJobs Warning Appear in the Content Sever Log When Inbound Refinery is not Installed?

Why does this error appear in a Content Server trace log:

systemdatabase 02.06 13:07:43.591 SubjectManager 4.37 ms. SELECT * FROM RefineryJobs WHERE dConversionState IN ('Converted', 'PassThru', 'Incomplete','Failed', 'Expired') ORDER BY dConvActionDate[Executed. Returned row(s): false]

even when one is not running the Inbound Refinery product, nor the Refinery component for Content Server?
