WebCenter Personal Spaces Issue Where Users are not Able to Load Files via Desktop Integration Suite (DIS) (Doc ID 1410603.1)

Symptoms

Users do not have permission to checkin files to account PEWebCenter/PU and receive the following error:

Content item '(null)' was not successfully checked in.  User '<user_name>' does not have sufficient privileges to access the content account 'PEWebCenter/PU'.


Users are not able to check in a file to the Content Server GUI into that account.

Users are also not able to upload files to their personal spaces through the Spaces GUI.
i.e. Logging in to Spaces, clicking on the Documents Tab and uploading a file.

Note that custom navigation had been created and since then no new user can upload files.  The users that are able to upload files were the few people that were using the system prior to the custom navigation being implemented.  These are the same people that can still upload to those spaces from Desktop Integration Tool. Others don't have the ability to upload documents to personal spaces through the Spaces GUI or Desktop Integration Suite (DIS).

While comparing working and non-working users UCM profile page we see that the working users have the correct permissions and non-working users do not.
