Unable to Modify Challenge Questions In Asian Language (Doc ID 1415146.1)

Symptoms

In Oracle Identity Manager 11g (11.1.1.5.1) to provide global self service password reset, issue occurs when setting the challenge questions in other languages, like Asian languages. The instructions in section "8.5.2.1  Localizing Challenge Questions and Responses" have been used for setting up Japanese challenge questions for the custom challenge questions. The customResources_ja.properties, has been modified to contain the Japanese characters. However, the questions are not viewable in Japanese. No error messages are shown.
