Cannot Create New Space In WebCenter Spaces: User Does Not Have Sufficient Privileges. (Doc ID 1415724.1)

When I create a new space in Webcenter the following error occurs: 

"While provisioning the services, errors were encountered for following services- Discussions, Announcements. Check if these services have been configured correctly."

In the log file the following error appears:

Caused by: oracle.webcenter.content.integration.AuthenticationException: February 13 2012 10:06 AM, oracle.webcenter.content.integration.federated.internal.delegate.RepositoryHelper validateSessionAuthenticated
SEVERE: Error authenticating to repository: ucm. Possible cause could include, but is not limited to a bad repository configuration or the repository is unknown. Error message: 2/13/12 10:06 AM, oracle.webcenter.content.integration.spi.ucm.UCMBridge getConfigInfo
SEVERE: Unable to retrieve configuration information for Content Server associated with repository ucm at host <> port 4444. When calling service CONFIG_INFO, as user myusername, at timestamp 2/13/12 10:06 AM, recieved status code -1.

Caused by: oracle.stellent.ridc.protocol.ServiceException: Unable to retrieve configuration information. User 'myusername' does not have sufficient privileges.
