JSTL application fails to deploy when Weblogic is Upgrade From 8.1 To 11g (Jstl) (Doc ID 1419756.1)

Symptoms

Migration of the JSTL version 1.0 application from weblogic 8.1 to weblogic 10.3.5 does not work giving an exception.

javax.servlet.ServletException: java.lang.NoClassDefFoundError: weblogic/servlet/jsp/StandardTagLib
       at weblogic.servlet.internal.ServletStubImpl.execute(ServletStubImpl.java:341)
       at weblogic.servlet.internal.ServletStubImpl.onAddToMapException(ServletStubImpl.java:417)
   
Caused by: java.lang.NoClassDefFoundError: weblogic/servlet/jsp/StandardTagLib
       at jsp_servlet._jsp._itrust.__loginrsa._jspService(__loginrsa.java:298)
       at weblogic.servlet.jsp.JspBase.service(JspBase.java:34)
