Symptoms
When attempting to run the srwAPIins.sql from a FMW Forms/Reports 11g Installation, the following errors occur :

The issue can be reproduced at will with the following steps:
1.- Create a user called <RW_SERVER> in an 11g Database.
2.- Change directory to $ORACLE_HOME/reports/admin/sql.
3.- Run as <RW_SERVER> user the rw_server.sql script to create two tables that will store the status of reports in the database.
4.- Attempt to run srwAPIins.sql to install the SRW package.
