11gR2 Report Servers Will Not Start, Failing with REP-0004 (Engine Dies) (Doc ID 1421439.1)

Symptoms


On : 11.1.2.0.0  or higher version

When attempting to start the reports servers
the following error occurs.

Command opmnctl status shows the standalone down.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Install new Forms & Reports 11gR2
2. Use opmnctl to start the standalone reports server

Or

    Start any reports server in EM console

3. Observe that the Reports Server does not start (check logs)
