Application Servers On OpenVMS Fail to Boot After Tuxedo Rolling Patch Installation (Doc ID 1423680.1)

Symptoms

After installing a Tuxedo rolling patch on an OpenVMS platform, all Tuxedo system servers are able to boot but all of the application servers fail on tmboot.
