Sso Login & Logout In Oim & Oam Broken On Test Environment (Doc ID 1424306.1)

Symptoms

OIM & OAM integration configured. Like webgate is used default IAMSuiteAgent
When user try to login to IDM Consoles , like /oamconsole for example , there is no
OAM SSO login triggered.
For those login is with implicit weblogic login, no sso login.

Confirmed, during /oamconsole login attempt the following appear in <IDMDomain>.log
