Error Seen When Deploying WebCenter Application On A Windows 2003 Platform (Doc ID 1425814.1)

Goal

While trying to package a WebCenter Portal Application with JDeveloper 11.1.1.5.0 on a server running on Windows 2003, the following exception is raised :

The error does not happen on a Windows XP platform.
The error does not happen on a pure ADF Application.
