CSDT installed into Eclipse, but the WCS perspective does not exist, or code completion is not working (Doc ID 1427977.1)

I have installed the CSDT plugin jar into my Eclipse, but CSDT does not work - such as:

a) when editing JSPs there is no syntax highlighting or completion, or

b) the WebCenter Sites perspective is not available at all.
