Commit Process Error "Document file already exists" When Commiting to IPM does not Delete Committed Documents from Batch

Symptoms
During the commit to IPM, an error was thrown by the IPM Server which canceled the commit. After the IPM error was corrected, the following error was received during commit:
Error Number: 40011, Error: Commit Profile - ODC To IPM - TSTI: Document file already exists. Commit is configured to abort. Document File: C:\Program Files (x86)\Oracle\Document Capture\Batch\00D\000000KZ\000000KZ_2.TIF
The batch still contained the documents even though they had been committed to IPM.
