Non-Admin Users In Spaces Can Edit Some System Pages

Symptoms
When logging into Spaces as a non-administrator, accessing one of the system pages causes the Unauthorized page to be displayed, which is correct. However, the user can press CTLR+SHIFT+E and cause the Unauthorized page to switch to edit mode. This is NOT the expected or desired behavior.
