OAM 11g WNA Login Fails For EBS Application Access

Symptoms
Oracle E-Business Suite (EBS) has been integrated with Oracle Access Manager (OAM) 11.1.1.5 for SSO login. Subsequently OAM has been configured for Windows Native Authentication (WNA) and the EBS AccessGate protected resource policy has been configured to use the OAM Kerberos (WNA) authentication scheme.
OAM WNA login to EBS is failing: access to the EBS site is redirecting the user to the EBS AccessGate login page OAMLogin.jsp with an error displayed.
The expected result is for OAM WNA login to be performed and the EBS application page should be displayed with authenticated userid displayed.
Steps to reproduce
1. Access https://EBSAccessGateHost.domain:port/OA_HTML/AppsLogin
2. The EBS AccessGate login page is displayed with error:
Your Account has been disabled. Pleas contact System Administrator for further assistance.
