Oracle iPlanet Web Server Document Root Files Are Not Served and Intercepted by WebLogic Plugin

Symptoms
On installations of iPlanet Web Server 6.x / 7.x with Weblogic Proxy Plugin, files under the configured document root directory (docroot) of the web server configuration are not returned. Accessing the URLs / html files under this docroot returns failure like "File not found" (HTTP Status 404). The expected behavior of the web server is supposed to be that, the access to these HTML pages under the configured docroot should be successful if these files exists.
