Symptoms

While applying a Patch applied with OPatch, it is reported that required component(s) missing results when checking prerequisites.

In this case,  oracle.jrf.j2ee or oracle.sysman.plugin.as.main.oms.uias which leads to a specific cause for patches applied to oracle_common.

Note: This is not limited to oracle.jrf.j2ee or oracle.sysman.plugin.as.main.oms.uias, though these are popular because they represent the Oracle Enterprise Manager Fusion Middleware Control and Oracle Web Services Manager products. It could be one or the other or another component.
