Symptoms
Oracle Internet Directory (OID) 11g or 12c.
Unable to start Directory Integration Platform (DIP) component; nor able to access DIP menu items such as for administering synchronization profiles. Sync stops working.
DIP status shows as down in Enterprise Manager (EM) Fusion Middleware (FMW) Control console, or DIP status may show as up, but Quartz Scheduler and Mbeans statuses may show as down.
Going to DIP > Administration menu > Properties, DIP shows configured to connect to a load balancer hostname in front of clustered OIDs via SSL port.
If clicking Test Connection, even if changing the host from to either of the OID's physical hostname, the same below error is returned:

The $FMW_HOME/user_projects/domains/IDMDomain/servers/wls_ods1/logs/wls_ods1.log may not show exceptions or errors related.
The $FMW_HOME/user_projects/domains/IDMDomain/servers/wls_ods1/logs/wls_ods1-diagnostic.log may not get updated and/or may be missing recent updates entirely.
Already checked <Note 1232697.1> and verified the domain is set correctly in the Weblogic startup script.
Also checked <Note 887653.1> and restarted all the components in the right order.
Also tried rebooting the server, but the same problem persists.
