Error Committing to WebCenter Content / Managed Attachments "User '<User_Name>' does not have sufficient access privileges to perform this operation" (Doc ID 1433447.1)

Symptoms

When committing a batch to WebCenter Capture through Managed Attachments from WebCenter Capture (formerly Oracle Document Capture) / WebCenter Distributed Capture (formerly Oracle Distributed Document Capture) the following error is returned:

Mon Mar 05 15:22:54 EST 2012 SEVERE Failed to check in document. Exception: {0}. Error is: oracle.stellent.ridc.protocol.ServiceException: Content item '(null)' was not successfully checked in. User '<User_Name>' does not have sufficient access privileges to perform this operation. Access privileges may have expired, requiring the user to re-launch Managed Attachments.

When no data is provided in WebCenter Capture / WebCenter Distributed Capture to these fields, the commit goes though without problem, but does not get added in Managed Attachments:
