A Region Containing a Taskflow is not Extended Dynamically

Symptoms
Displaying task flows in WebCenter in a region does not expand automatically when displaying different amounts of content.
When the task flow is first displayed in the region the size seems fine and the content is contained properly within the region.
On re-display of the task flow content with increased content the task flow display size increases. However the size of the containing region in the custom WebCenter Portal application does not increase to match the new size.
Instead the task flow content now overlaps the region and any content below the region.
