Capture Recognition Server will not Immediately Process Batchs Scanned in Different Time Zone

Symptoms
Batches scanned in the UK will not get picked up immediately by Recognition Server configured in the US timezone. The minutes to wait setting on the Recognition Server batch job is set to 0 and the US Recognition Server machine has its system clock set to 5 hours earlier than the UK based scan station.
If the batches are allowed to sit for the 5 hour timezone differential, the Recognition Server will then process these batches.
