How does Password Policies Work When Attached to no Default Rules In Oim11g (Doc ID 1437783.1)

1) There are 2 organizations (OrgA and OrgB) in OIM 11g and one wants to implement two different password policies for them.

2) The rule is:
-if organization name = OrgA
-if organization name = OrgB

3) And also created two password policies PasPolA and PasPolB.

4) Attached the password policies to the 'Xellerate User' Resource Object in this combination:

rule: OrgA | policy: PasPolA | priority: 1
rule: OrgB | policy: PasPolB | priority: 2

But when a user is created within OrgA or OrgB, the Password Policies PasPolA or PasPolB check is not made. Only default policy checks are made.
