Why won't the CIP 1.5 agent service run? (Doc ID 1438932.1)

Symptoms

I have tried installing CIP1.5 agent on Windows, but it failed to start CIP agent as windows service.  All settings are default.  I used cipagent-1.5.0-320.msi.
