Apex Pages Not Reachable and Throw Error "404 PAGE CAN NOT BE DISPLAYED"

Attempting to login into apex after a new installation the following error occurs:
ERROR 404 PAGE CAN NOT BE DISPLAYED
The issue can be reproduced with the following steps:
1. Install APEX 3.2
2. Configure the web listener (EPG / OHS with modplsql / APEX Listener)
3. Enter in a Browser the URL to access apex
http://myserver.eu.oracle.com:7782/apex/apex_admin ==> Not Found
Problem happens due to lack of privilege on the packages dbms_lock. This is one of the packages from which the public access is revoked from, due to the company security policy.
