While Importing - The Application Could Not be Installed Because its Build Status is Run Application Only (Doc ID 1441272.1)

When attempting to import an application the following error occurs:

The issue can be reproduced with the following steps:
1. Export an application from one APEX 4.1.1. environment.
2. Attempt to import the application into another APEX environment with a different Workspace ID, replacing an existing application using the same Application ID.
3. The Import into the repository is successful, but when installing the error is presented and the application is not installed.
