While troubleshooting using ft_ss=true, I see a cachedirective <!--FTCACHE-1--> in an uncached pagelet (Doc ID 1442755.1)

Goal

Troubleshooting an uncached pagelet from CS, with a url that contains ft_ss=true (to see what SS sees), I see that the cachedirective <!--FTCACHE-1--> on the bottom of the pagelet is set even though the pagelet is not cached. Why is this?
