SSO with Specified Partner Application Name Fails with PLS-00201 in APEX 4 (Doc ID 1442777.1)

When in APEX 4.x, attempting to run an application with SSO authentication the following error occurs.

The problem can be reproduced regardless of whether the instance is a new install of APEX 4.x or if it is an upgrade from a previous version

SSO was configured according to the instructions in Note 562807.1. There were no errors in the configuration.
