Symptoms

I get this error in my logs and the Dash tree will not load
[2010-01-05 20:47:04.586][UI.VIEW][ERROR] IOException occurred in the method loadUrl of the class NodeReader.java for the url/cs/ContentServer?pagename=AlloyUI/Tree/loadSitePlanTree&AssetType=Page&cs_imagedir=Xcelerate&command=NoTypes&op=init&loadpages=Page&pubid={PUBID}&username={USER_NAME}
java.net.ConnectException: Connection timed out
    at java.net.PlainSocketImpl.socketConnect(Native Method)
