OAM 11g: Startup Error OAMSSA-06186 unable to initialize PolicyRuntimeProviderImpl (Doc ID 1443254.1)

Symptoms

OAM server fails to startup. In the logs you can see below mentioned error messages.

Changes

One of the parameters of Policy was set to 0. For below types.
1) Resource Matching Cache
2) Authorization Result Cache
