In WebCenter 11.1.1.4.0 Popup Menus Like Edit Popup not Shown in IE9

Symptoms
In WebCenter 11.1.1.4 using IE 9 the popup menus are not shown. This can be seen for example in the Resource Manager. When clicking on the Edit button to get the edit options for any resource (i.e. Resource Catalog, Template, Navigation, etc) then the popup menu is not shown.
When changing the Document Mode to IE8 or IE7 standards then the menu shows up fine.
The same problem occurs when adding a folder to a navigation. The items under the folder do not appear when clicking on the folder in the page when using IE9 standards mode.
Steps to Reproduce
==================
1. Go to the Resources tab in Spaces in IE9 with Document Mode set to IE 9. (You can set it in the Developer Bar that you can open with F12)
2. Click on any resource that is editable
4. Click on the Edit button to get the edit options and notice that nothing happens
