Coherence Active-Active Push Replication Between 2 Sites Out Of Sync

Goal
Using Coherence 3.6.1.0 (Build 19636) and Push Replication Pattern 3.0.3.20019, two active-active sites were built.
The two sites are out of sync. Underlying push replication framework uses message pattern framework (2.7.3) for Pub/Sub functionality and message pattern is using coherence-incubator-common-1.7.3.20019.jar.
The issue is that some messages are not being replicated and still stuck in the replication queue.
