Symptoms
When attempting to restore from binary backup using dsadm restore,
the following error occurs.
[01/Apr/2012:08:52:49 -0700] - DEBUG - conn=-1 op=-1 msgId=-1 - restore: source directory /<BACKUP_DIR>/ is not a complete backup
/<DS_INSTALL_ROOT>/dsee7/lib/64/ns-slapd archive2db -D /<DS_INSTALL_ROOT>/dsee7/<DS_INSTANCE> -a /<BACKUP_DIR>/ failed: err=13

Failed to restore data: err=13
The issue can be reproduced at will with the following steps:
1. Directory server instance is running as a non-root user, run dsadm backup
2. Run chown -R to make backup directory owned by a different non-root user
3. Run dsadm restore as root
Due to this issue, users cannot log into apps because user entries can not be restored from backup.
